Building a Strong Safety Barrier and Enhancing Combat Readiness – Jinglu Shipyard Successfully Held the "National Safety Production Month" Comprehensive Drill
On the morning of 19 June 2025, Penglai Zhongbai Jinglu Ship Industry Co., Ltd. jointly organised a comprehensive drill with Penglai District Fire Rescue Brigade, Penglai Entry-Exit Border Inspection Station, and Beigou Health Centre at the company's wharf as part of the ‘National Work Safety Month’ campaign.
The drill simulated a complex emergency situation caused by terrorist attacks and arson at a ship construction site, aiming to comprehensively test the company's emergency command, firefighting and rescue, medical aid, counter-terrorism response, and marine pollution disposal capabilities. Representatives from multiple organisations, including the Penglai District Fire Rescue Brigade, Penglai Entry-Exit Border Inspection Station, Yantai Penglai Maritime Safety Administration, Penglai Customs, Penglai Branch of the Ecological Environment Protection Bureau, Penglai District Traffic and Transport, Penglai District Industry and Information Technology Bureau, Penglai Port Office, Beigou Town Government, Beigou Emergency Management Centre, Luanjia Kou Coastal Police Station, and Beigou Health Centre, were present to observe the drill.
At 9 a.m., a tabletop exercise was held in the company’s meeting room, with company leaders and the heads of the observing organizations reviewing the drill and discussing opinions.
Firefighting equipment demonstration: The company's fire safety officer explained the functions of eight types of special equipment, including chemical protection suits and air respirators, and demonstrated the key points of using dry powder, carbon dioxide, and water-based fire extinguishers.
First aid skills drill: Doctors from the Beigou Health Center demonstrated the standard 12-step process for cardiopulmonary resuscitation (CPR), emphasising the ‘golden four minutes’ standard for emergency treatment.
The drill scenario involved ‘terrorists damaging gas pipelines around the company's dock construction site, and a fire and oil spill caused by arson on the ship's deck area,’ covering three key phases:
Port security officers on patrol discovered suspicious individuals damaging gas supply facilities and setting fires in the construction area. The security supervisor led a team to apprehend and successfully control the suspects attempting to escape by jumping into the sea, and then coordinated with the Entry-Exit Border Inspection Station for transfer.
The evacuation and cordoning-off team completed the evacuation of personnel within a 100-metre radius and sealed off the scene, while the firefighting team organised emergency response personnel to use the port's fire hydrants to extinguish the fire. When the situation at the scene could not be controlled, timely communication was established with the district fire rescue brigade for support; the medical team treated and transferred injured personnel, coordinated with the Beigou Health Centre for emergency assistance, and successfully transported them.
The security team urgently cleaned up the fuel oil leaked into the sea due to the sudden incident, effectively containing the spread of pollution.
The drill demonstrated the company's preparedness and was led by the company’s safety director, with 21 emergency response team members divided into six groups, including firefighting, medical, and security teams. The entire drill followed a "three-tier emergency response mechanism" (Emergency Command → On-site Command → Professional Teams), achieving the following objectives: delivering the first wave of forces within 3 minutes; transferring the injured and controlling the suspects within 8 minutes; and controlling the fire and pollution within 15 minutes.
This drill, themed "Everyone Talks About Safety, Everyone Knows Emergency Response - Identify Safety Hazards Around Us," strengthened the practical capabilities of the emergency teams and verified the effectiveness of the Jinglu Shipyard's comprehensive emergency response plan.
The success of this drill was made possible by the support and guidance of all participating organizations and leaders, whose professional advice and rigorous approach ensured the smooth execution of the drill, helping the company maintain safe production practices.
